It seals the interior of the tank and makes it impervious to water and therefore further rusting. If the holes are small enough, the sealer will close them up, if they are larger, you will need to close them up before you put the sealer in. A tank sealed with POR-15 is better than a used tank. The problem is that water gets into the tank, be it spillage or condensation and goes to the bottom of the tank since water is heaver than gas. Any used tank will have some degree of rust unless it has be sealed against it.
