It is not as good as dynamic timing just because it is only approximately correct. The timing can only be set really accurately if you set is while the engine is under normal operating conditions, which means while it's running. On the other hand, it is usually close enough. Perhaps the best thing about dynamic timing is that you can verify that all the advance mechanisms are working correctly at the same time.
