The wire that runs up the steering coloumn is in fact the earth wire 
for the horn. If you still have the original wire the insulation 
should be brown - indicating that it is an earth conection.

If you have only one horn the electrical circuit runs from the 
fusebox straight to the horn and then up the steering coloumn to the 
contact ring behind the centre cap.

With twin horns the whole setup becomes more complicated as there is 
a relay and quite a few other wires to confuse the issue.
