Neither of your problems is a master cylinder problem!

Find someone who can sell you Repco pads. I'm not sure that that
will do the job, but it has a chance wheras the MC will only lighten
your wallet. (And this is coming from someone who is willing to sell
you a MC if you need it. I'm not willing to waste a perfectly good
MC on this symptom, however.)
