The condition you are experiencing is called "dieseling". That means the
gasoline fuel mixture is still being ignited even though there is no spark
being produced to fire it -- similar to how a diesel engine works, thus the
term. Generally in a gasoline engine when this happens it means there's
something wrong. Unfortunately I can't remember some of the conditions
that cause this, though the fuel cutoff solenoids help stop the dieseling.
I have dual Dellortos with no fuel cutoff solenoids and I don't have a
dieseling problem (never had one with these carbs but that is just
coincidental as there are those who have the same carbs and have
experienced dieseling on a stock engine).

When you turn off the key after driving, and the car keeps
chugga chuggin for a few seconds, that is a symptom of what?
This is a '66 type3, 1600 with dual carbs. I believe the
valves are correct.
