I'm sorry I missed the beginning of this thread. My first thought was that you had an automatic and the neutral safety switch was intermittent--a very common problem, but since you say you can "bump" start it on hills I guess it must be a manual. There is no need for a "starter relay" on the 12V cars, although one was sometimes added to the 6V cars. You might find that bad connections in various places were the actual culprits that led some misguided person to install the relay. If you are at all knowledgeable in automotive electrics, or know someone who is, you might be better off trying to put things back as they originally were.
