The trick is to run a stiff wire (coathanger, speedo cable core, 12 ga TW 
building wire) down the two holes in the vent louvers in front of the 
windshield.  About 2.5 feet of wire will go down.  This clears the drain 
hoses. It is sometimes useful to do it once, then do it again with running 
water flushing the accumulated debris down the tubes.  Keep it up 'til 
everything runs freely.  When everything is correct, no water should leak 
inside the car even with a healthy stream from a garden hose running in the 
louvers.
