I can't help on the Canadian angle, but I do have a bit of hard evidence: my Ghia came with an all-red interior, including dash pads, door caps, quarter caps, side panels, armrests, seats, carpet, steering column, steering wheel and heat outlets. It was delivered in Stuttgart, driven around Europe and imported to California. This color option was not offered before '66, according to VW sales materials I've seen on the KG Club site.
