In both cases (inner and outer) the outer races are pressed into the hub of the rotor and the inner races are a snug slip fit on the spindle. Replace the seal. Inspect and clean the bearings. They can usually be reused, but outers fail more often than inners. When you are finished the bearings should be adjusted to have just the faintest trace of play in all rotational positions.
