Is it safe to use these as attachment points for a three-point belt?" Yes this is for the shoulder belt, not for the pop-out window. It is perfectly safe (unless you are using the T-3 to test your new Atlas Booster Rocket Engine, then no). The pop-out window attachments are hidden until you remove your middle window and remove the rubber. You'll see two slots cut into the window frame lip (I'm not sure if '71 and later's have this though). The mounting for the latch to close the window is under the headliner behind the opening, treaded and ready to go.
