I would start by prying between the reinforcement and the axle beam, to see if 
you can push that beam forward a bit. If that part is bent, it will be hard to 
get it back straight again, but it may just be sticky and need to be pushed to 
move.

I think the holes in the bumper brackets, where they bolt to the body, are 
slotted. You might be able to move the bumper to line up that way. Be careful, 
though, those bolts are likely to be rusted in place and they may just break 
instead of loosening.
