<x-flowed> The idle-air adjustment screws didn't seem to function on my car either. I could adjust per the book and get everything balanced, it would run fine to my newbies ear. But it was obvious the throttle butterfly shafts were loose, they "clunked" when side loaded, and were covered in dirt (from ??). RIMCO rebushed them for me, I think it was $25 about 8 years ago. After that, the idle-air screws starting functioning! I think when you have such a large leak at the shafts, the needle valve adjustment of the idle screw is insignificant.
Take a look at the shaft of your left carb. The beauty of dual carbs is that you can compare left to right for all kinds of crazy things that happen. Like why doesn't the accel tube squirt gas on one side, or why does it only run on the right bank at idle (crap in left idle jet), or why are there one less tubes in the throat of one carb (it fell out!).
