Shorted turns in a coil are always a possibility. This amounts to a 
secondary winding which is shorted out, meaning that all the power 
into the coil gets dissipated in the shorted turns. This means no 
energy gets stored and no spark. This would be rare, but still 
possible, in an OG coil.
