The fact that this required 4 shims indicates some kind of problem. I would 
start by cleaning out the O-ring groove, just to make sure that the O-ring is 
not the problem. IIRC, that groove often fills with crud in use. If the 
flywheel doesn't seat right down flat on the end of the crank this assembly 
will probably never stay tight!  

It's possible that the aftermarket crank or flywheel is just out of spec. If 
that's the cause then 4 shims is probably okay, but you want to make sure of 
all this before you get too far along.

Also, check for burrs, etc. on the mating edges of the crank & flywheel.
