This is all true, but I'll also add that if the car in question was 
made before early '68, then it's possible that it has an incorrect 
inner wheel bearing installed on one or both sides. VW changed the 
bearing dimensions in mid-68 and sometimes early cars get the late 
bearings installed by accident, just because people don't know about 
the change.

The wrong bearing will give you play that you can't adjust away.
