It certainly didn't come this way from Germany and I can't imagine 
any reason for a dealer or repair shop to drill a hole there. To me, 
it just looks like someone thought they would mount something there, 
like a little mascot or emblem or piece of chrome trim of some kind. 
I'll bet that someone in your family did it and you've just forgotten 
(or repressed) it.
