I guess you mean the painted part, rather than the chromed? You just carefully prise back the chrome bezel tabs - only do 2 and leave the third. Lift off the bezel and the painted ring comes away (I hope I'm remembering it right - pretty sure it's not fixed to the perspex). Use fine wet-and dry to remove the rust, and rattle cans of wheel silver are fine for the repaint. A few thin coats should do the trick. Make sure the speedo perspex goes back the same way - with marks on the rear of the disc towards the instrument - or the speedo numbers don't line up with the marks correctly. Dave.
