[T3] Brake Pedal Set Up

I've just reinstalled the master cylinder (late dual circuit) and decided to
check the pedal free play.  After reading the Bentley, it says you need 8"
of travel between the pedal and the cross piece, and 4-7mm of pedal free
play before it hits the master cylinder.  By the time I have 8" of travel,
the pedal is facing the floor and there is alot more than 4-7mm of freeplay.

Where exactly should the 8" of travel be measured, I was measuring between
the back of the pedal and the cross panel.

What is the big problem with altering the length of the brake rod?
