I'm not sure about Rustoleum, but with most high quality industrial paints, there is an optimal coating thickness. If it's too thin it won't flow out and seal properly, but if it's too thick it loses flexibility and will be more likely to flake off the surface if the surface flexes or expands/contracts with temp changes. One of the standard tests for this is to prep and paint a sample plate, let it cure properly, score it with a razor blade, and bend it 180 degrees around a pencil.
