The only thing I've had good luck with it on is my buddy's trailer, and we did that step by step thru the instructions. I've gotten to the point where if I'm sandblasting something, I'll coat it in automotive epoxy primer (PPG's DP series). I don't even have any POR 15 around here anymore, that's how unsatisfied with it I am. For brake drums, I just normally use a spray bomb for them, as I've had good luck with that.
