I'd just make sure to clean the beam off under the clamp area so the clamp can really grip there, and then torque the bolts to spec. The locking washers are probably not really necessary, but if you leave them out you should check periodically, especially at first, just to make sure they aren't loosening up again. If you're unsure, you might check with your VW dealer.
