That is a folly. The engine will *not* run cooler, it will probably
run hotter because the flaps also perform a job directing the cooling
air correctly. You will also see more engine wear and higher
emissions due to protracted engine warmup cycles.
There are still many people around who recommend this senseless
operation, unfortunately. If VW paid the money to have these parts
designed and manufactured it is a good guess that they do perform a
vital function. VW is in the business of saving every last penny from
the car manufacturing process like any other mass manufacturer.
What you need to do is make sure that the system is in good working
condition, that's all.
