Anything can be fixed with the right amount of money and time. Your 
rockers are pretty nasty, but you'll have to get in there and start 
cutting out rot before you know exactly how nasty. You may be able to 
save the heat channels, for instance.

The bad news is that if you replace the heat channels/rockers, you'll 
probably have to cut up a healthier car to get the parts. It'll be a 
lucky thing to find a rear-ender victim with good rockers, for example, 
at this point.

The hole in the body panel is stock -- that's how you get the shift rod 
out. I don't think I've seen one with that bit of tube on the inside, 
though.
