These are some of the "classic" rust-thru spots. The alum is actually not a bad
repair, because the alum will corrode first, sacrificing itself to save the
steel. Still, it has insignificant strength. If you can beat steel to the right
shape and weld it in, that would be the best repair.

The bumper mount plates themselves are generally fine, and the steel they were
welded to was a pretty flat area, so it's not too hard to fabricate a patch to
weld to that wall, and then you weld the mount plates to your patch.

My cars, including my FI '69, drive just fine regardless of how bad the muffler
gets. I replace the muffler when I can no longer patch it enough to prevent
embarrasment with the neighbors. At some point, replacement is going to be
necessary. I have new OE mufflers, damper pipes, etc available here for sale.
