I was looking through my Bentley manual, and got an answer on how the Type 3 EGR is activated. Oddly, it's in the fuel section. Can't believe I hadn't noticed it before. Basically, the EGR needs to be energized to be closed, according to the documentation. They explicly state not to unplug the EGR, as this will leave it open all the time. The test procedure for the EGR says to remove it, but not unplug it, and rev the engine to 2000-3000 RPM. You should see the plunger move about 4mm. I figure I could test it also by running the car to 2000-3000 RPM and seeing if exhaust gas comes out the tube.
