 The tell-tale sign is that the left side is wetter/dirtier than the right.

It's probably over 3" in dia. It fits around the OD of the cover in a groove in 
the metal housing. The governor will stay in place unless you pull it out. I 
have replacements here, or your VW dealer may be able to get them. It's metric.

Right, and the fill plug is the same.

No, just don't mix them between different CV joints.
