It does in the sense that it determines the "usable" towing capacity. 
The vehicle may be rated for permissible total weight of 3108 lbs, and
I may only load it to 2500 lbs, so then I would have 608 lbs towing
capacity.  That doesn't relate to the tongue weight (88 lbs), which is
based on the axle loads.  It just seems screwy to meet that the vw
manual says 1080 lbs towing capacity when the max load capacity is 992
lbs... and then my question about whether the unladen weight equaling
"curb" weight (including fuel, oil, etc.) might lessen it more.

I am aware of these points and appreciate you reiterating them,
however, I'm not even there yet.  This is purely academic and I am
first seeing if I can even build a tear within the towing capacity of
the vehicle. At that point I'll assess hitch and mounting issues.  I
do believe it is doable since many are built for smaller European
cars.
