Depending on which state you want to register your car, it may or may not have to be restored to original (emissions control system) condition before it can be registered. As far as driving it down, if it has a current Canadian license that is legal in the US. If the license has expired, most states have temporary (30 day) licenses which you can purchase to use while driving to the state where you plan to register it.
