I have yet to figure it out exactly. I do know they are on both sides of
the car, and there was no hose on them. They were sealed to the bottom
of the fender, but they are open to the interior of the car. You can
reach you hand up under the dash and put your fingers out into that pan
they are attached to.

That makes it look like they were drip pans for windshield leaks. That's not
very reassuring. ;-p


Or could they have been used to feed some of the heated air up to the bottom
edge of the windshield? Doesn't look big enough to be effective for that....

I've owned Type 34 Ghias for years and never knew about this "feature," so I went out and looked at my current Ghia, a '62 from the first few months of production. The pans are there but without drain tubes, so maybe water collection wasn't their original purpose. They wouldn't be effective for windshield leaks anyway because they're positioned well forward of the windshield (and besides, I know from experience that windshield leaks in a Type 34 will instead tend to find their way directly to your headlight and wiper pushbutton switches and short them out). Whatever their purpose, they must have been observed to collect enough water for drain tubes to be needed.
