The balance pipes can allow carbs to run at higher rpm even if the idle cut-off
jet isn't working one side..
Check the chokes are both coming off, too.  If the heater wire is not in circuit
(rivets not tight) or the supply isn't there, it will do something similar to
your symptoms.
