These bits are quite rare anymore, and few engines carry them. They do help with maintaining the integrity of the cooling system, but they're not critical. Unless your engine was original and unmolested, it's unlikely that you had them in the first place. It's not hard to cut flat sheet metal and make your own.

It's standard procedure for a chromer or powder-coater to provide an inventory of everything you've turned over to him, to prevent this sort of concern about lost parts.

Set the dial on the light to 32, and turn the distributor until the TDC mark appears to be at zero. (With an 009 you should get full advance much earlier than 3500rpm, btw.)
