First of all, you probably don't really need to clean the filter.  Just replace the oil in it occasionally and you should be OK under most conditions.  

But if you want to clean it, you should use kerosene.  You want to use something that will not damage the coir and dry it out.  (Coir is the fiberous stuff on the outside of coconuts -- yes, that stuff is actually used in our air cleaners!).  Just soak it in the kerosene bath.  Afterward, you should let it dry completely out before putting it back on the car.  Like several days.
