Sounds like a PO job. 8-p >> Well, I'm pretty sure I'm the only one who's been in there in over 30 years, and we've owned the car since July 4th, 1989. The PO only did the carb conversion to it (using one of those brazilian kits), and not much else (it needed front brake hoses when I got it). So, I can only call it like I see it. There was paint higher up inside the tank still, but normally the fuel level wouldn't stay that high (you'd be driving the car, and dropping the level). I only say that, because I had the flash light (torch to you UKer's) shineing in there looking for anything, and everything. I saw the paint / bare metal line in there.
