Yes, I've run across this several times. It's a lack of grease, entrance of
rust/water, hardening of old grease. The really best way to fix / cure this is
to take the wiper unit out, and disassemble, and clean the shafts and bores,
and re-grease them. Once this is done, they should be good for 10 + years
