[T3] Parking Brake

So I adjusted the stars on my rear brakes this weekend and now I'm stopping 
really smooth, but the one thing I noticed is my parking brake doesnt seem 
to be working at all...it didn't work well at all before I did the brake 
ajusting.

So my question is what do I need to do to make my parking brake work?  Its 
the last thing on my list to fix so i can go get my car inspected.  The 
parking brake has to hold when they put my car into Drive, right now the car 
will just start to drive forward.
