This is the kick-down switch for the automatic transmission. When
the cable pulls the throttle, the throttle lever assembly will hit a
first stop when the throttle is (or is just about?) wide open. Then,
if the cable is pulled more, a secondary lever and spring allow this
switch to be tripped. The AT will shift to a lower gear if one is
available and wouldn't put the engine into too high of an rpm range.
If you're in an accelerating condition, the AT will delay shifts as
long as possible to keep rpms up.
If everything is adjusted right, you should be able to floor the gas
pedal, then give it an extra push (kind of hard!) and feel this
secondary engagement.
