This doesn't sound right. The inside pulley half, the one that is closest to 
the generator, should be mounted rigidly on a hub that fits nicely over the 
generator shaft and Woodruf key. The outer half slides over that hub with the 
shims in between them.

Is your inside half actually loose on the hub? The outside half should be a 
loose fit, UNTIL you tighten up the nut.
