Ok, I'm getting it here. I just realized that the block-off plate is not
only slightly eccentric, but one of the holes on the plate  is more of

So, it probably ought to cover the port in question then.

Hmm, Good call. Really, I'd use the injectors as a last resort as
possible replacements for any that might be really bad.

What would be a good way to conduct a leakdown test on the injectors?
Stick 'em in mason jars while hooked up to the fuel loop and pressurize
the line?
