OTOH, even if the vac modulator is okay, many people don't realize

high or low. I suppose it's also possible that the wrong VM is
installed.
I replaced the modulator once on my 412 wagon and it's true, it is
supposed to be adjusted after installation. Back then I had a
transmission that shifted too late no matter what I did, so I
couldn't really make out much of a difference from my playing around
with the adjusting screw.
A year or so later I had one of these "oh wow" moments that were
mentioned before when I met another 412-owner at the VW show in
Toledo/OH and drove his car. It was a revelation how smooth and
timely it shifted. Another year after that my own transmission gave
out on me, it would just kind of fall down into third and didn't want
to come out of it anymore. I installed another transmission that I
had bought a few years before that, knowing zilch about its actual
condition, and it's been wonderful ever since.
The only problem I see when it's warm, and I assume this could be
solved with some proper pressure gauges and adjustment TLC as well,
is that sometimes the shift into second doesn't happen. It slips out
of gear shortly, engine revving up, and then slides into third.
