i am guessing it could be that he used less rpm on the dyno to achieve the same speed as the smaller wheels/tires and thus the hp reading was lower. i do know that rotational mass weight loss effects a car's speed more than static mass weightloss, but that doesnt' seem to be the issue you are describing.
