It needs to stick up a bit; it should be about 1cm thick so that it will seal to the tin above it and keep air from leaking over the top and escaping. I have good foam for this if you need it. Since you're at this point anyway, and waiting for parts to arrive, you should get an M6 x 1 tap and tap the holes that mount the fan housing to the case as deep as possible. I'd even grind off the front of the tap to make a bottoming tap so you can tap all the way to the bottom of the hole. Then buy longer bolts so you can get as much purchase there as possible. If the bolts are a bit long, you can stack an extra washer or 2 under the bolt head, otherwise cut the bolts off to make them just the right length. That frequently leaks. The same O-ring was used on later VWs, so you may be able to get one locally. If not, I can get them here. I sometimes reuse the gasket, but you want to have a new one on hand if the old one looks bad at all. I recommend that you buy a set of 13 special washers from me to go under the 13 AT pan bolt heads. They will spread the bolt force out and prevent distortion of the pan, which can lead to leaks. Cheap insurance and preventative maintenance. I usually find that the governor and even the filter screen are already clean.
