Just as a check, I pulled down my Sylvania bulb catalog. It seems we are both 
wrong on the voltage, but you are closer: The design voltage for all the "12V" 
sealed beams is 12.8V. It's odd, but they specify that the lifetime hours 
rating is measured at 14V, but they don't specify where the watts are measured, 
so I would assume that it's measured at the 12.8V design voltage.  More 
interesting is the fact that the old 6014 sealed beam is rated at 50/60 watts, 
while the modern H6017 is rated at 35/60 watts.

H-4 seems to be a number that only the automotive industry uses. I don't find 
it in my bulb manufacturer's listing.

Yes, the Eberspacher is the by far the biggest load on any of our cars. The 
rear window heater drew about 3 A when new, but by now most of them don't draw 
anything.   ;-(
