It is grounded by the computer, when the key is first turned on, and when the triggerpoints in the distributor are opening and closing. If you ground that terminal, and the pump runs, then the pump and the relay are wired properly. Check the trigger points are dirty, or a wire to the trigger points is broken, then the pump wont run. If you clean the trigger points, just wipe them with a clean piece of paper. I usually use a dollar bill.
