I had this problem also. The first cause was a bad needle valve in a carb kit (like everyone else). However, I also had reassembled the floats incorrectly. On Solexs, the float pivot pin needs to go on top of the copper "clip" spring thing in the slot. In other words, the pivot wasn't as close to the valve as it should be so it never shut off.
