[T3] carb question

Well - IT RUNS!!! (movie on the SUDAMA website) Yahoo!!! but ... with 
this project there is always a but. I need your help. I put a set of 
dual carbs on this engine. I had rebuilt them with the appropriate 
kits. But ... when the engine is running, the carbs appear to pump 
lots of gas out the bypass tube that flows from the float chamber to 
the throat. My original thought was that the float was not shutting 
off the ball valve or that the valve was not working But, the valves 
are working - I took the carbs apart and tried to blow air through 
them while pushing in on the valve. I tried bending the arm to the 
float so that it would shut the valve off earlier but that appeared 
not to have an effect. Has anyone else experienced this and gave a 
solution or explanation? Thanks
