On second look, the nut for the license plate mount is accessible through this hole.
But it still doesn't explain why the panel would be cut to expose it. Does anyone out
there with a 64-67 square have an original hatch panel to compare with?

Can you take a picture of it, and send it to me? I could put it up on my
web site, and we could all see it.

You can see the hole for the license plate light access by looking through the license light hole in this picture but not real clear.

The interior trim panel is notched in the top center to allow access to this hole without removing the trim panel. There is a small rectangular metal cover that snaps into the hole. While you could remove the inner panel to access the light the little metal cover is much easier.
