You can see the hole for the license plate light access by looking  
through the license light hole in this picture but not real clear.

The interior trim panel is notched in the top center to allow access to  
this hole without removing the trim panel.  There is a small  
rectangular metal cover that snaps into the hole.  While you could  
remove the inner panel to access the light the little metal cover is  
much easier.
