It has to do with the parameters of the Control box. It is a fairly simple circuit design by today's standards. It does not have the ability to compensate for lower supply voltages acting as references for all functions. I am assuming that lower voltage engages the cold start longer than needed or just changes the difference across the coils in the Injectors relative to some value based on the difference between ground and B+. This is a rough idea as I have not taken one apart and the measurements.
