One side the bumper mount is held entirely by rust, and on the other there's considerable amount of rust behind the bumper mount. At the seams where the panel meets the nose, there's a considerable amount of rust that's formed in between the seams (looks like the seam sealer, if any was used, must have given up). The spare tire bucket must have held water for a while, as it rusted through also (I have a replacement). I imagine that if one made a template out of flat sheetmetal, it would work just fine.
