An increase in fuel pressure WILL raise the fuel level in the bowl, but there's 
really NO way that it can "overwhelm" the float valve. Your float valve is 
leaking, or the valve is loose and the fuel is leaking around it.

The reason that overwhelming is impossible is that the float valve is small, so 
the FORCE on the float valve by the gas is miniscule. The FORCE on the valve by 
the float is the boyant force on the float multiplied by the mechanical 
advantage of the float lever arm, which is easily much larger.

If you take the carb off and just turn it upside down you the weight of the 
float should be enough to shut it so you can't blow thru it. Try blowing thru 
it right side up and upside down. Then take it apart and inspect the float 
valve.
