[T3] not pumping fuel

   The engine is in the buggy, and it fires.  It just won't run.  It 
appears to me that I am not pumping fuel.  Any suggestions on what could be 
wrong.
   I have just completed a complete engine rebuild on my type 3 engine in a 
manx style buggy.  I have replaced my case with a used universal case.  Is 
there any adjustment that needs done to the fuel pump?  Before I assembled 
the engine, I worked the pump by hand, and it sounded like it was working.
Any help would be appreciated.
